RPL in Australia: Recognition of Prior Learning Guide for Skilled Migrants (2026)

Table of Contents

If you have years of hands-on trade, hospitality, or ICT experience but no formal Australian qualification, RPL (Recognition of Prior Learning) in Australia may be the missing piece in your skilled migration pathway. RPL is a formal assessment process that converts your existing skills and work history into a nationally recognised Australian qualification, without requiring you to repeat training you have already mastered on the job.

Last updated: June 2026

This guide explains how RPL works under the Australian Qualifications Framework (AQF), which skills assessment bodies accept RPL for migration purposes, the step-by-step process, and the specific mistakes Indonesian applicants need to avoid before committing to this route.

What Is RPL in Australia?

Recognition of Prior Learning (RPL) is a competency-based assessment delivered by Registered Training Organisations (RTOs) regulated by the Australian Skills Quality Authority (ASQA). RPL measures your existing skills and workplace experience against the competency standards set out in Australia’s national training packages under the AQF.

When your evidence meets the required standards, the RTO issues a nationally recognised qualification, identical in standing to one earned through conventional classroom study. Employers, licensing boards, and Australian immigration authorities treat RPL-issued and traditionally earned qualifications the same way.

RPL can produce a full qualification (Certificate III through to Diploma level) or a partial result: a Statement of Attainment covering the units your evidence satisfies, with targeted gap training required for the rest.

Who Is Eligible for RPL?

RPL is designed for people who have built their skills through work rather than formal study. Most RTOs require at least two to three years of consistent, relevant hands-on experience in the occupation for which you are seeking qualification. Your competency also needs to be current: assessors look for evidence that your skills remain aligned with today’s industry standards.

Overseas work experience is fully eligible. Years of trade or professional work completed in Indonesia count toward your RPL assessment, provided you document them with verifiable records. Employment letters, payslips, and references from Indonesian employers must be certified copies, and any documents in Bahasa Indonesia must be translated into English by a NAATI-certified translator. This translation requirement is mandatory and is one of the most consistently overlooked steps among Indonesian applicants.

RPL and Skilled Migration: Which Assessment Bodies Accept It?

Most guides on RPL explain the general process well enough. What they rarely clarify is which assessment bodies accept RPL qualifications, which ones don’t, and under which specific program. Getting this wrong is where most Indonesian applicants lose time and money.

Trades Recognition Australia (TRA): MSA Yes, PSA No

Trades Recognition Australia (TRA) assesses most trade occupations including automotive, engineering, hospitality, and construction. TRA’s position on RPL is specific:

  • Migration Skills Assessment (MSA): TRA accepts qualifications obtained entirely through RPL for MSA purposes, as confirmed by TRA’s Assessment Standards Policy (July 2025).
  • Provisional Skills Assessment (PSA): TRA expressly excludes RPL qualifications from the PSA. Units awarded by RPL or credit transfer based on RPL are not accepted.

The PSA is commonly used by offshore applicants who are not yet trade-qualified. If your migration strategy relies on the PSA, an RPL qualification will not satisfy TRA’s requirement. This distinction trips up applicants who invest in RPL without first confirming which TRA program their visa pathway requires.

VETASSESS

Assesses both trade and professional occupations. VETASSESS accepts Australian RPL qualifications from ASQA-accredited RTOs as part of a skills assessment submission and also offers its own RPL service for businesses assessing employees’ workplace competency.

Australian Computer Society (ACS)

The Australian Computer Society (ACS) offers a dedicated RPL pathway for ICT professionals with substantial work experience but no formal computing degree. The ACS RPL application fee is AUD 625 (as of 2026, per acs.org.au), separate from RTO and translation costs.

The RPL Process Step by Step

For Indonesian applicants pursuing skilled migration, the RPL process follows five stages.

Step 1: Identify your target qualification. Research which AQF qualification aligns with your occupation on the relevant skilled occupation list. For most trades, this is a Certificate III; for supervisory hospitality roles, a Certificate IV or Diploma may be required. Check training.gov.au for accredited qualifications.

Step 2: Choose an ASQA-accredited RTO. Select an RTO with your target qualification in their current registered scope and verify their registration at training.gov.au before signing anything. RPL fees typically range from AUD 1,800 to AUD 5,000.

Step 3: Gather your evidence. Prepare employment contracts, payslips, position descriptions, professional references on company letterhead, and work samples such as photographs or project reports. All Bahasa Indonesia documents require NAATI-certified English translation before submission.

Step 4: Assessment and outcome. A qualified assessor reviews your evidence against the training package competency standards, and may conduct a telephone interview or practical demonstration. Assessment takes four to twelve weeks from a complete submission. Outcomes: full qualification issued, partial Statement of Attainment with gap training recommended, or RPL not granted.

Step 5: Submit to your skills assessment authority. With your RPL certificate from the RTO, proceed with your TRA, VETASSESS, or ACS skills assessment application. Your RPL certificate carries the same evidentiary weight as a traditionally-earned qualification.

How RPL Affects Your Skilled Migration Points

Under Australia’s points-based migration system, which applies to the Subclass 189, Subclass 190, and Subclass 491 visas, a relevant qualification can contribute education points to your total score.

An RPL qualification at Diploma or Advanced Diploma level (AQF 5-6) may contribute up to 10 education points under the points test, where the qualification is relevant to your nominated occupation. For a full breakdown of how qualifications and other factors affect your score, see how to gain extra points for PR eligibility in Australia.

For most trade workers, a Certificate III-level RPL qualification does not add education points directly. What it does is enable a positive TRA Migration Skills Assessment: the mandatory precondition for lodging an Expression of Interest through SkillSelect. Without a positive skills assessment, you cannot enter the points pool regardless of your score in other categories. The RPL qualification is, in most trade cases, what unlocks your eligibility to apply in the first place.

Common Mistakes Indonesian Applicants Make

Applying for the wrong TRA program. Investing in RPL for a PSA application, then discovering it will be rejected after paying the assessment fee, is the most costly and avoidable mistake. Confirm which TRA program applies to your visa pathway with a MARA-registered agent before you start.

Submitting untranslated documents. All Bahasa Indonesia documents must be translated by a NAATI-certified translator. A standard certified translation is not equivalent. NAATI certification is specifically required by Australian RTOs and immigration authorities for foreign-language evidence.

Choosing an RTO without verifying scope. If an RTO issues a qualification outside its current ASQA-registered scope, the credential has no legal standing. Check training.gov.au before committing.

Underestimating preparation time. The single biggest timing mistake we see: assuming you can gather overseas employment records quickly. Former employers in Indonesia change contact details, businesses close, and HR departments change hands. References that should take one week end up taking six. Allow three to four months for evidence gathering, NAATI translations, and employer contact alone before the RTO’s assessment period even begins.

Frequently Asked Questions (FAQ)

What is RPL in Australia?

RPL (Recognition of Prior Learning) is a formal assessment process that converts your existing work experience and skills into a nationally recognised Australian qualification, issued by an ASQA-regulated RTO under the Australian Qualifications Framework (AQF). It does not require you to repeat training you have already completed through years of work.

Does TRA accept RPL qualifications?

TRA accepts RPL qualifications for the Migration Skills Assessment (MSA) program, as confirmed by TRA’s Assessment Standards Policy (July 2025). However, TRA does not accept RPL qualifications for the Provisional Skills Assessment (PSA). Confirm which program applies to your visa pathway before pursuing RPL.

How long does the RPL process take?

The assessment process typically takes four to twelve weeks from a complete evidence submission. Evidence preparation, including employment records, references, work samples, and NAATI translations, is additional and can take two to three months for overseas applicants based outside Australia.

What evidence do I need for RPL?

Standard evidence includes employment contracts, payslips, position descriptions, professional references from supervisors, work samples such as photographs and project reports, and prior training certificates. Indonesian applicants must have all Bahasa Indonesia documents translated by a NAATI-certified translator before submission to the RTO.

Can my overseas work experience from Indonesia count for RPL?

Yes. Work experience completed in Indonesia is eligible for RPL, provided it is supported by verifiable evidence including employment contracts, payslips, and supervisor references. All documents in Bahasa Indonesia must be translated by a NAATI-certified translator and submitted as certified copies alongside originals.

How much does RPL cost in Australia?

RPL assessment fees typically range from AUD 1,800 to AUD 5,000 depending on the qualification and RTO. This is separate from skills assessment fees charged by TRA, VETASSESS, or ACS, and from NAATI translation costs. The ACS RPL pathway has an application fee of AUD 625 at the assessment authority level.

Does RPL improve my skilled migration points?

An RPL qualification at Diploma level or higher may contribute education points under the skilled migration points test. For most trade workers, an RPL Certificate III does not add education points directly. It enables a positive TRA Migration Skills Assessment, the prerequisite for lodging an Expression of Interest through SkillSelect.
